Everything You Want To Know About DVSA Driving Test Swap Rules in 2026

07 May, 2026

Major changes have been made to the way learner drivers can swap driving test appointments in the UK. The rules will be applicable from May 12 2026. DVSA has changed the rules to make the booking system fairer and reduce misuse by third-party services. If you are taking driver’s training in Birmingham, these updates will mean a lot. It will help you to make an informed decision before booking your driving test.

Understanding Driving Test Swap

When two learner drivers want to exchange their practical driving test appointments, it is called a driving test swap. This is a bit different from changing the test date through the normal DVSA booking system. Now, learner drivers don’t have to cancel or book a new slot to change the driving test date. They can now interchange the dates with another learner driver to suit their schedule. Both learners should agree to exchange the dates, times and test centers.

The waiting time for driving tests is usually long in Birmingham. Swaps are generally the best way to secure an earlier appointment. Now, here’s the twist. DVSA has confirmed that a swap counts as one of the two allowed changes. This means learner drivers must think carefully before finalising their decision. The new rules have made the process of swapping far more stricter.

Who Can Swap a Driving Test?

From May 12 2026, only a learner driver can arrange and approve their driving test swap. Therefore, these people or services can no longer swap on behalf of a learner driver:

1. Parents or Family members

2. Friends

3. Driving Instructors

4. Cancellation websites or apps

5. Third-party Booking services

DVSA now prioritises only the personal confirmation between two learner drivers who are willing to swap. The change has been made to prevent misuse of the booking system and to stop unofficial services from controlling test appointments. The approach has been tuned to protect learners from scams or unauthorised changes in booking appointments. Learners taking driver’s training in Birmingham can get advice from their instructors on when to choose the swap, and whether it is a practical choice.

When Can You Swap The Driving Test?

Not every learner is qualified for the swap. DVSA has introduced several conditions that should be met by both drivers before making the swap.

1. A valid driving test booking

2. At least one booking change remains

3. A swap can be done only with the same type of driving test

4. A test date chosen that is at least 10 full working days away

Note, DVSA counts Monday to Saturday as working days. Sundays and public holidays are excluded from this calculation. This rule should be prioritised in every driver’s training course before allowing any student to make a last-minute swap.

The Locations Rules Are Changing

The location rules for swaps have also become stricter in stages. Before 9 June 2026, learners can choose to swap tests with someone who has booked a driving test center anywhere in the UK. However, post 9 June 2026, swaps will be allowed only if:

1. The driving test center is the same

2. The driving test center is among the three nearest test centers

3. The driving test center was originally selected during the first booking

These location conditions should be met by both learners before making the swap. So, after June 9, no random location can be chosen for a driving test appointment swap.

You Can Only Swap Like-for-Like Tests

Driving tests can be swapped only if they are of the same type. It means:

1. Weekday tests can be swapped with weekday tests only

2. Evening or weekend tests can be swapped with the same timing

3. Bank holiday tests can be swapped with only a bank holiday

4. Extended tests for disqualified drivers should match accordingly

5. Extra-time tests for learners with disabilities or medical conditions can be swapped with similar bookings

DVSA can reject any swap if it doesn’t match the type. Learners opting for an intensive driver’s training course should prioritise these points, as many instructors choose to arrange lessons around specific test times and categories.

How to Swap a Driving Test?

Driving test swaps can be done over the phone. A swap cannot be made from

1. Online platforms

2. Social Media Platforms

3. Emails

4. Webchat

5. Text Message

6. What’s app

Learners must directly contact the DVSA and let them know the desired date and time. DVSA will then match the date and time with other learners and contact them if they want to swap. They will contact on the phone number registered during the booking. Both learners must personally confirm the agreement before DVSA finally completes the exchange.

Documents Required Before Calling DVSA

Learner drivers should have the required information to prevent delays with DVSA. Keep these documents handy:

1. Driving License Number

2. Driving Test Booking Reference Number

3. Payment Card Details Used During Booking

4. Information About the Previous Driving Test

5. The Other Learner’s Booking Reference Number

Make sure not to share sensitive personal information with the other learner. These include:

1. Email addresses

2. Driving License numbers

3. Phone Numbers

4. Theory Test Certificate details

5. Payment Card information

What Happens After the Swap?

After DVSA swaps the dates and time successfully:

1. The driving test’s date and centre will be shared between the two agreed learner drivers

2. The booking reference number will remain the same

3. Payment details will be same

4. Any special arrangement for booking will remain the same

Learners may not get immediate confirmation emails. However, future reminder emails will display the updated test details.

The newly designed driving test swap rules from DVSA are ideal for making the booking system more secure and fair for learner drivers. Those who are completing driver’s training in Birmingham, it’s important to understand the rules before attempting to exchange test appointments.
